For the sake of anyone else who may run into this, I found that turning off automatic PDF download fixed the window swapping issue for me.

It appears the behavior is different between the webpage view and the text only view. If I use the webpage view, I find that the focus does not swap. With the text only view it does--I had not seen the webpage options previously.
