I have just noticed that the dropdown menu for Citation delimiters is empty by me; it looks as if it is locked and cannot be changed. Is this normal? I would have expected to see {} here because {} are the delimiters that appear in my word processor when I cite a reference. I use "Content"...

I made a test with some old documents and converted footnote references to inline citations. You don't even have to re-scan the document because the macro takes every footnote and inserts it as an inline citation. If that is what you want, then finish by running this macro:

In any case, you don't need to transfer to a new library -- that's what Rebuild does. Rebuild failed twice.
