Dragging a PDF to Groups' folders

Hi,
dragging PDFs directly on a reference opens a popup window which by default proposes to add it to the reference, which makes sense. However dragging it to a folder still selects for the current (highlighted) reference, even though it is quite clear that if we drag it to a folder it means that we do not want it to be associated with anything present, but rather create a new reference. I know dragging to a folder still brings the popup window so that we can modify the target, but it's confusing, clunky and I personally have done this mistake dozens of time.
Could we get different behaviors when we drag a file to a folder vs. to a ref?
