Crtl Y Not Working

I'm using Bookends 13.5.1 and Mellel 5, and whenever I highlight a reference and press crtl Y in Bookends nothings happens in Mellel.
In the past, I would press crtl Y and a citation object would appear at the cursor in Mellel.
I can still drag reference into Mellel but crtl Y is much more convenient.
Has something changed?

No doubt it's your local permissions. Go to System Preferences -> Privacy and make sure Bookends and Mellel can talk to each other.

Yes, I thought that too, but they all seemed to be ticked, Mellel can control Bookends, Bookends can control Mellel...is there anything I can check or do?

You can do a global reset of AppleEvents, and you should be asked again if you allow them, app by app, using Terminal and tccutil.
