basics: how to import citations from a pdf

I'm a new user. I've figured out how to import bibles files, and references from, say, Google Scholar. but have no idea what filter or whatever to pull in all of the citations from an unpublished paper.

Suppose I have a pdf file containing citations/references. How do I import all of the citations/references?
An example of the citations would be:
Acton, G. S. and Revelle, W. (2002). Interpersonal personality measures show circum- plex structure based on new psychometric criteria. Journal of Personality Assessment, 79(3):446–471.

Is there a clear explanation in the documentation? I haven't found it yet.

There's only one way, and that assumes the paper has a DOI. See the user guide section "Import From Existing Bibliography". Page 312.
