in-cite text and reference

I'm trying to reference the following reference:
Department of Health & Social Care & Department for Education. (2018). Government response to the consultation on transforming children and young people’s mental health provision: A green paper and next steps.

I have downloaded the reference from google scholar. I put it into Bookends, put it in-text citation. I then scan the document for APA

In-text is turns to - (Education, 2018)
In the references it becomes - Education, D. O. H. S. C. D. F. (2018). Government response to the consultation on transforming children and young people’s mental health provision: A green paper and next steps.

It should be in-text: (Department of Health & Social Care & Department for Education, 2018)
In the references it should be as above in bold.

Does anyone know the solution to fixing this?

Terminate institutional names with a comma:

Department of Health & Social Care & Department for Education,
