What is the way that I can generate a bibliography using the Chicago style but footnotes using the Chicago footnotes style?

Yes. In fact, that's the default configuration for Bookends. You call the Chicago 15th A format (which will make the bibliography) and it calls Chicago 15th A Footnotes for the footnotes (that is, Chicago 15th A Footnotes is the custom citation format).
If your Chicago 15th A format isn't configured like that, go to the Bib & Citation Options tab, click on custom citation format, and select Chicago 15th A Footnotes from the popup menu.
