excluding references from the bibliography only

For my current project I want only certain reference types included in the bibliography at the end of the paper. Another type (court decisions) shall be cited in the footnotes only and not be included in the bibliography. I thought the best way to implement this would be two databases (one with all court decisions, and one for the rest) and two scans, one for each database. This will still result in a bibliography list with court decision. But since this list will be produced through a second scan, the court decision should be separate from the other references and can therefore be deleted easily.
Now, that is at least the theory. Has anybody ever tried something like this? Or do I have be pioneering in this regard? Maybe I am too anxious, but I'd like to hear that this will work and the databases not be affected.

I'd do this in the following way:

1. For footnotes only -> Copy Formatted (no scan).
2. For bibliography -> Copy Citation -> Scan.

But this implies that I already know what format those citations entered through Copy Formatted shall have in the end. Or I will have to re-enter them after editing the format.
The solution I had in mind would allow for more flexibility in this regard, I think.

You'd have to reenter them. You can try your way and see. But if you know the final destination for your paper, you know the final format for footnotes.
