Single quotation mark

When I use single quotation mark it only outputs right curly, rather than left as well. How can we have both sides working? I am using US International keyboard.

You have smart quotes turned on in preferences? If so, it will do both (in some fonts the left smart single quote looks kind of straight, but it's not).
I should add that this is not a forum discussion topic. If you think there is a problem or bug, you should contact tech support.

1. I opened preferences but cannot locate the tab for smart quotes.
2. May be I missed something, but I thought questions were allowed on the forum. My question did not concern a bug or problem.

It is a problem (and perhaps a bug) if you see inconsistencies between open and close smart quotes. And now we're going back and forth on the forum to figure out why. This is not what the forum is for:
