Leading punctuation not enclosing within preceding quote.

I have the following code for secondary citations of dissertations:

Code: Select all

a, “s”

The option "Place leading punctuation inside of a preceding quote" is checked.
However this:

Code: Select all

{Wenham, 1969, #86396@180-81}

is outputting the following for me, with the comma outside the quote:

G. J. Wenham, “The Structure and Date of Deuteronomy”, 180-81.

What am I doing wrong?
