Moving a reference from one bookend library to another

Hello
I am in the process of creating a new library, by moving references from library1 to library2 (library1 is a bookends library)
For library2, I have set the attachment folder to a subfolder named library2
When I drag and drop a reference from library1 to library2 I would expect that the attached pdf be copied into the library2 subfolder but this doesn't seem to be the case by default. Is there a reason for this behavior ? Is there any way to automatically copy the attachment into the sufolder library2

Attachments are independent of references. One attachment can belong to more than one reference, and in fact can belong to more than one reference in more than one library. If you want the attachments rearranged in the Finder you'll have to manage that yourself.
