It can highlight and underline; handy to annotate the PDF without moving your hand off the mouse
It also works in PDF expert, Acrobat Pro (I didn't try it; just hope); and Preview

Thanks for posting this. What advantages does this have over the built-in Bookends annotation tools?

if you are already user of Popclip, it helps you cut down the number of clicks you have to make while annotating the PDF...nothing much.
