Foreign characters and LOC search

When I attempt a search using the Library of Congress gateway, and the result includes foreign characters, they do not translate properly. For example, the title, "The last conquistador : Juan de Oñate and the settling of the far Southwest" appears as "The last conquistador : Juan de O�ate and the settling of the far Southwest".

I modified the filter with the settings described here, but alas it doesn't seem to do anything. Any advice?

That's mis-translated unicode. In the filter, use the direct Z39.50 search (not the LOC gateway) and set the text encoding to UTF-8.

OK. I did that. But now special characters are showing up as black diamonds with white question marks. FWIW, I have "Import Text Encoding" set to UTF-8 as well (though I tried all four settings, and all had the same black diamonds appear).

In that case it's not really UTF-8. You should contact the library and ask what the encoding is. If it's not one we support I can add it.
