I want to access the Action menu (found on the inspector, as well as in the attachment pane) via keyboard, is that possible? I'm working on a (Keyboard Maestro) script that pops up the Rename Attachment window for manual edit. Or perhaps there is a shortcut for this already that I'm not aware of.

There are no keyboard shortcuts for popup menus. You may be able to achieve this though by turning on some accessibility features (in System Preferences).
