Formatting in-text citations for government departments

I'm wondering if there is a way to have the in-text citation for certain entries conform to a different set of rules. For example, there are some citations that should read (Government of Canada 2014) or (Department of Justice 2014) but in the bib they are always formatted as

Justice, Department of.2014). "title" etc.

They show up in text as (Justice, 2014).

Is there a way to remove the lastname, firstname distinction/formatting for some entries so that they can be displayed as they are written?

Terminate institutional names with a comma in the library and Bookends will output them as entered. E.g.

Department of Justice,
