What is the best strategy to split an existing library into two while maintaining all PDF documents in place?

We recommend one library, but if you want two you can simply create a new empty one and either export/import from Library A, or drag and drop references from Library A to Library B. The delete the same references in Library A.

Don't worry about the PDFs, the new refs in Library B will still find them.
