Can’t batch add colored tags to PDFs

I have used Keywords to mark references inside of Bookends. With these, I can apply filters and see (or mark) just those that have a certain Keyword, or any other property. This lets me create groups inside Bookends.
But I’d also like to create groups in the Finder and DevonThink. To do this, I guess I can use the colored Finder tags that attach to the PDFs, which show up just below the gear and highlighters in the attachment view pane. The problem is—I can’t apply Finder tags to more than one PDF at a time.
I tried using Refs > Global Change > Modify PDF Tags
But it doesn’t work.
So my questions are:
1. Is there another way to pass markings from Bookends to its attached PDFs.
2. Can anyone get the Refs > Global Change > Modify PDF Tags to work?
