Is there any way to use the 'stop' function on keyword tags? I manage to stop tags generated by abstracts and titles, but not keywords. It's generating a lot of extra work in terms of importing references, especially when I'm doing large batches.

No. Since unlike authors, titles, etc. you control what is a keyword and what is not, all keywords are shown.

If you don't want keywords imported (from whatever source) you can edit the import filter.
